Job Description

Position holder will be based in district Tharparkar at Mithi and will work under the direct supervision of the Base Program Manager in close coordination with technical supervisors.

  • H/She will responsible to provide the proper support to programme team to carry out the activities under different projects as per SIF policies and protocols.
  • H/She will have to perform the functions of the logistics management, fleet management, guest house management, security and procurement at base level.
  • S/he will also manage, supervise, support the project logistic officer or assistant and security assistant in the other districts or projects.

Missions And Activities

Objective 1:  Supply chain and fleet management

  • Manage the supply chain; prepare procurement plan and set budget with the programme staff
  • Procurement of goods/services as per SIF policy and timely delivery of goods/services to the requester
  •  Keep record and maintain list of suppliers/vendors, local repair/maintenance shops, and conduct comparative analysis of the bids provided by different vendors for the smooth functioning of the procurement process
  •   Keep the concerned departments informed of the timeline for the processing of their requests
  •  Ensure the sound management of stocks (storage conditions, report, expiry date) and frequently update the asset list of the mission
  •  Supervise allocation and proper use of supplies including means of communication
  •   Ensure installation, maintenance and repairing of the assets and structures
  •  Ensure the management of the pool of vehicles: maintenance, daily planning - roaster
  •   Supervise, monitor and train the drivers of the SIF procedures and different routes
  •    Monitor regular fuel consumption, vehicle log book, condition of the vehicle
  •   Supervise, monitor and capacity building of project base Logistic/security officer and assistants

Objective 2: Security Management

  •  Assist line manager and technical manager for the security assessment of the SIF premises (Warehouse, Office, guesthouse etc)
  •  Assist line manager and technical manager to design district, provincial and country security plan
  •  Share security updates and meeting minutes with CLM and Base manager on weekly basis
  •  Conduct Stakeholders mapping and develop coordination mechanism for security and safety measurements
  •  Provide roaster to Security Guard in the beginning of every month
  •  Supervise and monitor security guards
  •   Provide training on Personal & safe travel and security to staff members

Objective 3: External Coordination and Government Dealing:

  •  Provide the necessary information to SIF management to ensure compliance with National regulations with respect to administrative matters (e.g. registration, taxation and labour laws), especially when changes occur in the procedures.
  •   Process expat travel NOC for the field visit (s).
  •  Manage; follow-up and report to line and technical supervisors for the legal procedures and documents requirements (travel NOC for expats).
  •  Attend regular security forum meetings and share updates

Objective 4: Reporting

  •  Monthly Contract Follow-up, Equipment Inventory, Monthly Fuel Follow up, Monthly Logistics SITREP and Narrative Logistics Report.
  •  Monthly Procurement Follow up, Monthly Stock Report
  •  Weekly departmental meeting minutes
  •   Incident Report (4 Hours & 72 Hours)
  •   Monthly and Weekly Security report
  •  Situation Analysis report in context of security and safety purpose on monthly or situation basis

Skills;

  •  Bachelors / Master degree in the relevant field or area of expertise
  •  At least have 4 to 6 years’ relevant work experience in administration, procurement, fleet management and logistics particularly in emergency response context.
  •  Experience in operation management with national and or international organization will be preferred.
  •   Experience in operation management in any emergency / humanitarian response projects.
  •  Good computer skills; word, excel, PowerPoint and database.
  •   Very good communication skills and team player, as well as ability to work individually.
  •  Experience in writing reports in English.
  •  Ability to liaise with national authorities, I/NGO’s, government and other agencies.
