A. Responsibilities
The National Coordinator oversees and coordinates the
implementation of Programme Migration for Development (PME) in Pakistan in
support of the responsible National Team Leader PME & PMD (DV) and is
responsible for
- Manage
overall operations of Pakistani-German Facilitation and Reintegration
Centre (PGFRC), Lahore in coordination with DV
- Support
the DV in managing the team and ensure timely implementation,
results-orientation and accountability for project results
- Contribute
to developing the annual programme/project delivery targets and guide the
team to achieve the targets
- Disciplinary
personnel responsibility for staff including performance management,
establishment of annual results, on-going feedback and mid-term and final
assessments and personnel development in line with GIZ rules and
regulations
- Contributes
to the monitoring, evaluation and reporting of PME activities and
indicators in Pakistan
- In
agreement with the DV, representing PME in Pakistan
- Coordination
between the Pakistani-German Facilitation and Reintegration Centre (PGFRC)
and implementing partners of reintegration measures as well as regular
communication and coordination to PME HQ
- Liaising
with internal (GIZ) and external partners involved in facilitation of
reintegration activities in the national context and leverages synergies
and areas of cooperation
- Support
DV in coordination among Reintegration Group in the TSG Cluster for impact
chain and synergies
- Contribute
to developing proposals on shaping the country-specific activities in the
context of each component and implements these activities jointly with
partners in Pakistan
- Support
in the development of strategies and approaches for the implementation of
the project in Pakistan
- Liaising
political and implementing partner of the project in Pakistan
- Support
in the development of operational plans and steering of activities, staff
and service providers in fulfilling these operational plans and set
project indicators
- Support
in external communication and representation of the project
- Technical
supervision and steering of contracts, staff, work packages and
activities.
B. Tasks
1. Management
& Coordination
The National Coordinator is responsible for the measures in the
programme that are assigned to him/her and for managing staff members who
report to him/her (management responsibility for staff in bands 1- 4, up to 6
staff members)
- Manages
staff in accordance with management principles and guidelines to promote a
sense of corporate identity, enable employees to carry out tasks
independently and create scope for developing creativity and innovation
- Carries
out the annual staff assessment and development talk for staff members who
report to him/her
- Contributes
to project planning and to developing concepts and strategies, ensures
implementation
- Coordinates
and prioritises relevant project activities at local level in cooperation
with the partners, both with regards to organisational preparation and
implementation of the activities in consultation with the DV
- Compiles
relevant information for joint activities and assignments in the absence
of the Head of PME takes appropriate measures to secure operation of the
programme
- Coordinates
with Ministry of Overseas Pakistanis &HRD (MoOP & HRD) and
Overseas Pakistanis Foundation (OPF) on behalf of DV
- Coordinates
with relevant GIZ internal and external implementing partners
- Steering
of the implementation of contracts and corresponding service providers
2. Professional
Advisory Services
The National Coordinator
- Coordinates
programme activities in the partner country in consultation with the DV
- Provides
strategic direction to PME PAK on labour market information and trends and
perform the analysis needed for employment promotion measures for
sustainable economic growth of the target group
- Draws
up short, medium and long-term capacity development plans to
institutionalize and consolidate the PGFRC in Overseas Pakistanis
Foundation
- Performs
an active role in the development of returning migrants referral system
through participation in a network of various public institutions at
federal and provincial level and private sector organizations dealing with
employment promotion schemes, loans for self-employment, and coordination
with KAMYAB JAWAN programme
- Monitors
the progress on agreed results framework and performance indicators and
take action/decision in consultation with the DV and/or provide timely
assessment
- Contributes
to developing the country-specific plan of operations
- In
consultation with the DV, seeks and identifies additional partnerships;
further mobilizes, fosters and strengthens strategic partnerships with
other similar projects, and other relevant multilateral and bilateral
organizations
- Acts
as a contact for internal and external national partners and stakeholders
in coordination with the DV
- Contributes
to the provision of policy advice to the project and other related
fields/sectors including capacity building
- Keeps
information on reintegration activities up to date and contributes to
reporting on the topic to PME HQ
- Answers
and provides advisory services to requests from PME HQ
- Supports
in answering parliamentarian requests and requests from the commissioning
party BMZ
- Attends
relevant conferences and prepares specialist contributions in consultation
with the DV
- Attends
on behalf of the DV appointments in the global set-up of PME and provides
information, inputs and technical advisory in relevant meetings
3. Networking
& Cooperation
The National Coordinator
- Ensures
cooperation, regular contact and dialogue with partners; carries out PR
work and cooperates with relevant organisations, non-governmental agencies
and individuals in the programme environment and with other projects to
improve and maintain good working relationships
- Coordinates
with relevant GIZ internal projects on the implementation of Returning to
New Opportunities programme in Pakistan
- Coordinates
with other GIZ projects on the implementation of activities to ensure a
harmonized service provision to joint target groups and avoid
duplications.
4. Other
duties/additional tasks
- Represents
the project to external local and internal partners and stakeholders and
(after prior consultation) local media in coordination with the DV
- Exchanges
continuously with internal and external actors in the same thematic field
and continuous determination of further interfaces and synergies
- Fosters
collaboration with relevant government bodies by working closely with
government counterparts and national partners
- Supports
implementation of the international services contract through consultative
process with relevant partner institutions and support for smooth
implementation of the service contract
- Analyses
the dynamics in the field of migration and development in the partner
country and identifies the need for advice in relevant ministries
- Performs
other duties and tasks at the request of the DV or management
C. Required
Qualifications, Competences and Experience
Qualifications
- Preferably
a completed degree in social sciences, political sciences, information
technologies, law or any other related field of study
Professional
experience
- Overall
10 years of professional experience with at least 5 years in international
development cooperation
- Minimum
3 years of experience in management of personnel and teams
- 2
years of experience in technical supervision and steering of project
processes, personnel and service providers within the fields such as
migration, labour market, employment promotion and TVET
- Work
experience with a public employer in Pakistan would be an advantage
- Proven
experience of facilitating stakeholders’ dialogue and advocacy as well as
maintains
Other Knowledge
and Additional Competencies
- Demonstrates
commitment to GIZ’s mission, vision and values, corporate rules and
regulations
- Possesses
and demonstrates knowledge about the TVET sector, business and corporate
sector, development policies of various international donor agencies
- Contacts
with senior-level government officials, leaders from the corporate sector
and other key stakeholders
- Communicates
effectively, both orally and in writing, evaluates and interprets factual
data, prepares accurate and complete reports and other documents
- Fluency
in English and Urdu, orally and in writing and excellent communication and
presentation skills
- Very
good working knowledge of ICT technologies and computer applications (e.g.
MS Office)
- Excellent
analytical and problem-solving skills
