A. Responsibilities
The Junior
M&E & Cooperation Officer in consultation with the National Team Leader
PME & PMD (DV) & National Coordinator PME is responsible for
- Supporting
the technical team in Monitoring and Evaluating the activities implemented
in all areas of intervention of PME
- Supporting
PME’s data management through Case Management System (CMS) of projects as
well as internal trainings and capacity building measures
- Monitoring
and evaluation of programme measures using a specified monitoring
framework focusing on outputs, outcomes and impacts to monitor performance
and results achievement, and ensure the availability of evidence and
quality information for reporting on results
- Assisting
with creating, sharing, using and managing the knowledge and information
of the programme in coordination with the Technical Advisor Communication
- Assisting
with coordinating M&E related tasks and assignments working with
internal and external stakeholders
- Supporting
in data collection for returning migrants & local population and
ensuring the maintenance of existing CMS database and coordination with HQ
for user management
- Assisting
with communicating efficiently with offices with which regular contact is
maintained
The Junior M&E and Cooperation Officer will be responsible
in close consultation with the superior to:
B. Tasks
1.
Cooperation & Liaison with Stakeholders and GIZ Programmes
- Support
and keep close liaison with bilateral projects i.e. TVET SSP &
TEXTILES
- Ensures
good flow of information and coordination is established with all local
and international partners
- Assist
with coordinating with stakeholders i.e. OPF, OEC, BE&OE for updated
database of voluntary returning migrants
- Support
in coordinating and cooperating with partner institutions and other
relevant stakeholders (including civil society, research institutes,
business and other projects and donors) to liaison and to cooperate
towards the programme’s objectives
- Assist
in coordination matters within the relevant cluster in GIZ PAK
2. Monitoring &
Evaluation
- Assists
in contributing to the monitoring working group at PME HQ level within the
module and with all local and international partners in the appropriate
structures
- Assists
in coordinating with the monitoring working group at PME HQ level to roll
out a result-based monitoring system of the activities and outputs to be
achieved in cooperation with the technical team
- Assists
with providing technical input to align KPIs according to the programme
result model
- Supports
with coordinating/moderating periodic monitoring, management meetings,
where team discusses KPIs
- Enters
case data in the existing Case Management System (CMS) and data sheets
used by the programme and maintaining the data base for existing cases
- Supports
the team members in tracking the number of beneficiaries in their specific
indicators
- Assists
in conducting regular monitoring sessions to review and assess results and
provide feedback to the programme management and technical team
- Supports
with advising on the preparation of new activities and activities
partnerships, e.g. with regards to the definition of impact indicators,
the collection of baseline data, the creation of monitoring plans, etc.
- Prepares
impact data for communication purposes
- Supports
in advising the team colleagues and the implementation partners on data
collection and presentation
- Compiles
the data for the monthly special reporting to PME GIZ HQs
3. Knowledge Management
- Establish
and maintain management information systems including data definition,
data collection and preparation of data for publication and reports
submitted to the commissioning party
- Make
sure that results of M&E data are processed and shared within the
programme, which requires harmonization with communication materials
- Updates
the relevant folders of the GIZ knowledge management to facilitate access
to key information for tenders such as project references, performance
confirmations from clients etc.

C. Required Qualifications, Competencies and
Experience
Qualifications
At least sixteen (16) years of education or Bachelors’
degree (Hons.) in business administration or relevant field
Professional
Experience
- Initial
experience in a comparable position
- Work
experience in project management and monitoring and evaluation considered
an asset
- Experience
in an international working environment, capability to work within an
inter/cross-cultural environment and in a politically sensitive context
Other
Knowledge and Additional Competences
- Fully
proficient computer skills and use of relevant software and other
applications such MS Office including the data analysis/processing
packages
- Good
knowledge of the different language widely used in the country, knowledge
of German language would be an asset
- Willingness
to upskill as required by the tasks to be performed – corresponding measures
are agreed with management
- Highly
motivated and service oriented
- Very
good management, communication, and problem-solving skills
- Knowledge
on economic and social reintegration measures and landscape in Pakistan
- A
strong capacity for effective teamwork, high degree of flexibility,
ability to work under pressure of deadlines
- Attention
to detail with a strong focus on privacy and protection of sensitive
personal data and information
- Very
good interpersonal skills and an ability to establish and maintain
effective partnerships and working relationships with partners, officials,
media, and civil society.
