Background
Objectives:
The Senior Manager Monitoring Evaluation & Learning will be responsible for monitoring and evaluation of overall programme activities and ensure the quality assurance of humanitarian & developmental programmes implemented by MHPK. He/she will also provide support for execution, documentation and programme learnings. He/She will work closely with the Country Office technical departments & regional/area teams and other key stakeholders, strategic partners/donors. He/She will directly report to the Senior Leadership Team of MHPK through Executive Director. The position is based in Islamabad with expected 40 % travel to field sites.
Main Responsibilities:
- Technical support in reviewing and updating need assessments, proposals, budgets, Logical Framework Analysis, feedbacks & reports
- Assist in developing a detailed design for the approved MEL system and implementation plan.
- Develop and draw up a detailed training programme for the team members on the new MEL system.
- Supervise and assist the testing, trial-run, and implementation of the new MEL system.
- Build up in-house capacity within programme on successful project planning, design, implementation, monitoring, and evaluation.
- Responsible for engaging beneficiaries, communities & other relevant stakeholders in matters concerning MEL.
- Strengthen and manage internal systems for effective and efficient programme/project monitoring and reporting, both internally and for the donors and partners.
- Support regional teams to develop and refine, design for tracking progress, compiling and storing data development reports with appropriate formats, graphs, and tables against set indicators.
- Share MEL learnings with the programmes team and relevant stakeholders.
- Participate actively in partners MEL working groups and professional associations to expand PRPs (Participatory Rural Practices) knowledge
- Lead on developing ToRs of the programme activities, pre and post evaluation forms and quality event reports, highlighting the learning outcomes.
- Data collection of the programme action and updating the targets set through the LFA.
- Support in the development of annual reports and such other reports as required by the Senior Leadership, HQs, and relevant donors.
- Assist with the design and implementation of evaluations for the programme, with a particular focus on internal and participatory evaluation methods.
- Ensure the successful establishment of the MEL system within the specified timelines.
- Ensure the documentation and capture of lessons learned, case studies, and experiences from the field and work closely with the Knowledge Building Unit for its designing and dissemination.
- Develop all kinds of formats for reporting and monitoring as required in detailed MEL Plan in accordance with organizational programme tool kit.
- Make periodic/monthly monitoring visits to the field and target areas to ensure quality, timely implementation of the project activities and also to provide technical assistance and troubleshoot in the field.
- Help in evaluating projects as per the agreed plans and suggest improvement within existing & future projects.
- Responsible for conducting projects & programmes mid-term and end-term evaluations.
- Adhere to the Organisation’s policies/procedures including finance, human resources, security, procurement, and logistics, and ensure staff compliance.
- Assist Finance & Administration department in managing the financial records to make them available for monitoring and audit purposes.
- Strong understanding of Core Humanitarian Standards (CHS)
- Perform any other tasks as assigned by the senior leadership team MHPK.
Requirements
Required Qualification and Experience:
- Master’s Degree or equivalent from Higher Education Commission recognized university in the field of development, public administration, business management, political science, sociology, Anthropology, financial management, or related discipline.
- At least, 10 years of past experience with a proven record of establishing and maintaining the MEL system in a reputable national or international organization, with the government, academia, international agencies, or the private sector.
Required Skills:
Must possess the following skills:
- Has strong past experience in Local Governance, Sustainable Development Goals (SDGs) shall be given preference.
- Excellent knowledge about project management cycle, LFA, MEL frameworks, and result-based management of the donor-funded programmes.
- Good knowledge of Microsoft office (word, excel, outlook express, internet, PowerPoint) and preferably project management software.
- Excellent verbal, written, and presentation skills in English.
- Experience in working with donor-funded programmes will be an asset.
- Ability to understand local languages.
- Qualitative/Quantitative documentation and report writing experience.
- Ability to work in stressful conditions and remote geographical areas.
- Strong ability in managing a diversified team
- Must have previous experience working independently or with minimal supervision.
- Strong communication and interpersonal skills required
- Having organizational commitment, personal integrity, ability to work with diverse groups of people, and respect for others.
