  • Background

  • Objectives:

    The Monitoring, Evaluation, and Learning Officers (MEL Officer) report directly to the Monitoring, Evaluation, and Learning Senior Manager of Muslim Hands Pakistan. The incumbent receives technical advice and supervision from the MEL Senior Manager. The positions will be based at Islamabad CO with 80% traveling to the field.

    Main Responsibilities:

    The primary roles and responsibilities of the MEL officers are to,

    • Assist in managing and implementing Muslim Hands country-level monitoring, evaluation, and Learning plan, within the MH global Monitoring and Evaluation (ME) framework and specific to country strategies, needs, and contexts.
    • Assist in coordinating and implementing the monitoring of program/projects activities and development of program/project monitoring reports.
    • Support program planning at the country, area/regional levels with key stakeholders through the provision of technical assistance in planning and delivering capacity building about MEL systems, tools, data analyses, and reporting as per Muslim Hands policies and Core Humanitarian Standards (CHS).
    • Providing support in program/projects evaluations and overall MEL matters.
    • Coordinates and implements regular monitoring of program/project outcomes.
    • Coordinates the required preparations for all MEL activities in preparing participant’s samples, testing and translating data collection tools, and liaising with beneficiaries, communities, and other relevant stakeholders to ensure ownership at all levels.
    • Implements qualitative and quantitative tools to collect data with children, Women, youth, leaders, parents, partners, and other stakeholders.
    • Identifies innovations and improvements to enhance the effectiveness of the Muslim Hands MEL framework and systems.
    • Oversees data entry and transcribing processes both for primary and secondary data.
    • Conduct data audits and checks to ensure accuracy in information.
    • Conduct analysis on quantitative and qualitative data.
    • Ensures data storage is in line with Muslim Hands standards such as confidentiality.
    • Develops and submits outputs, outcomes, and evaluation reports to Senior Manager MEL for further submission and discussion to Senior Leadership Team MHPK.
    • Support in the development of MEL frameworks for new programs to include indicators, targets, data collection methods, and schedules, and analysis plans and regularly reviews MEL frameworks for existing programs to ensure relevancy and effectiveness.
    • Providing support in planning for mid-term and final evaluations.
    • Arrange workshops/training as needed on MEL for the country, regional/area office staff, partners, and stakeholders.
    • Support Country, Reginal/Area Offices in developing logic frameworks for new programs and reviewing logic frameworks for existing programs including the identification of appropriate outcomes and SMART indicators.
    • Develops summary materials and delivers presentations on MEL findings to the management.
    Requirements
  • Required Qualification and Experience:

    • Bachelor’s/Master’s degree in social sciences, development, or related discipline.
    • Training in Monitoring and Evaluation such as university courses, workshops, certificates.
    • At least 5 years of practical experience in developing and implementing monitoring and evaluation frameworks (developing logical frameworks, outcomes, indicators, targets, and data collection plans).
    • Experience of working with International/National/Social Sector Reputed Organizations.

    Required Skills:

    • Must have advanced interpersonal and written and verbal communication skills.
    • Strong analytical and conceptual skills to think and plan strategically and to identify trends.
    • Strong problem-solving skills.
    • Good team player.
    • Ability to work appropriately with a variety of populations and stakeholders, including children, youth, parents, teachers and school administrators, government, and other partners.
    • Proven written communication and presentation skills, presenting evaluation findings through a variety of mediums— data visuals (graphs), reports, and presentations.
    • Computer literacy in MS Word, Excel, and the Internet.
    • High level of proficiency in English in written or oral.
    • Ability to work in stressful conditions and remote geographical areas.
