Background


Objectives:

This will be a challenging and highly rewarding leadership and management role under the direct supervision of Executive Director Muslim Hands Pakistan.

The position will involve multitasking including strategic planning, programme design, and execution to maintain the portfolio of MHPK for both humanitarian and development programmes/projects. This role will require both a hands-on approach to deal with existing and future programmes/projects under core funds and institutional / public-private partnerships and to further extend the networking of MHPK across the country.

Head of Programmes will oversee all programmes/projects in coordination with the technical managers at the level of country office, areas, and regional level senior staff. The position will be based in Country Office Islamabad with 30% extensive field travel.

Main Responsibilities:

  • Responsible for the planning, managing, administering and monitoring of Muslim Hands Pakistan’s Education, Sponsorship, WASH, Health, Livelihoods, Food Security, CPI, Emergency Response and Seasonal projects for both core and institutional funds.
  • Develop strategies for overall program development in line with vision, mission and scope of Muslim Hands work.
  • Work closely with the partners agencies in the implementation of the institutional funded projects, encourage innovative partnerships and cooperation, and ensure maximum impact for the resources invested.
  • Carryout research and suggest to senior leadership regarding emerging scenarios in developing sector.
  • Ensure development, execution and M&E of all projects in accordance with MH policies and relevant departments.
  • Ensure annual reports, strategic plans, country development plans and reports in coordination with relevant departments & offices.
  • Ensure to conduct program assessment exercises and implement all program activities i.e. Education, Sponsorships, CPI, WASH, Livelihoods, Food Security, Health, Seasonal and Emergency Response projects etc.
  • Carryout periodic and annual impact studies of outgoing and completed projects and submit reports to senior leadership.
  • Responsible to identify capacity building opportunities for programme teams and enhance their abilities through organizing learning sharing avenues.
  • Take a leadership role in Issuance and implementation of workplace policies and procedures for all Programmes to ensure the objectives of Muslim Hands five years international strategy.
  • Work closely with Muslim Hands Senior Leadership Team, taking initiative role in developing, implementation and improvement in programme policies and practice overall.
  • Responsible for yearly planning, budgeting, designing of all programmes/projects in accordance with Muslim Hands strategies worldwide.
  • Advising, influencing and bringing forward the innovative approaches for the long-term sustainability of Muslim Hands Pakistan.
  • To improve program quality through ensuring regular field monitoring of all programmes in coordination with relevant department.
  • To ensure effective functioning, monitoring and guiding all concerned at CO, Regional/Area levels through relevant managers.
  • Coordinate with finance department at CO, Regional/Area levels to ensure the compliance of programmes.
  • Ensure efficient use of budget within departments and facilitate finance department during internal/external audits.
  • Identification of HR needs within departments and coordination with HR department for recruitments.
  • Carry out performance appraisals of relevant managers and their teams and create opportunities for further development of his/her teams.
  • Establishing linkages with GO’s, NGO’s, International Donors operational in the field of humanitarian and development sectors across the country.
  • Participate and represent MHPK at different international/National forums, networks, clusters and working groups to promote the organization for future funding opportunities (If delegated by senior leadership). Strong understanding of Core Humanitarian Standards (CHS)
  • Adhere to the Organization’s policies/procedures including finance, human resources, security, procurement and logistics, and ensure staff compliance.
  • Any other task assigned by senior leadership team MHPK.

Requirements

Required Qualification and Experience:

Mater degree or high in Social/Management Sciences with at least 15 years/plus relevant experience out of which at least 10 years at director or managerial level with a reputed organization.

Required Skills:

Must possess the following skills:

  • Proven skills in developing, executing and monitoring multisector programmes/projects within a complex organizational environment.
  • Must have experience in financial management
  • Good understanding of long-term development funding schemes, donors (Government, ECHO, UNOCHA, DFID, EU, World Bank, USAID, UNICEF, WFP, FAO, UNDP, British Council, and INGOs) and their regulations.
  • Excellent planning and organization skills
  • Excellent working knowledge of computer software packages
  • Proactive and self-motivated
  • Ability to work under pressure, prioritize and handle a number of tasks
  • Ability to follow the specified instructions in the documents to ensure compliance with information submittal formats/deadlines etc.
  • Ability to work both independently and in a team.
  • Capable of working under pressurized deadlines in an organized manner
  • Excellent verbal, written, and presentation skills in English.
  • Experience in working with donor-funded programmes will be an asset.
  • Ability to understand local languages.
  • Qualitative/Quantitative documentation and report writing experience.
