Job Summary

The Data Officer maintains up-to-date project and donor databases including in-house data tracking spreadsheet systems. Monitors, maintains and secures data for easy accessibility. Follows the data management and reporting requirements for funded projects. Conducts routine data quality audits in the supported sites.

Key Job Outcomes:

Data Collection Tools

 Ensures availability of data collection tools at subnational facilities within the health system. Maintains clear, updated tracking record of tools which form part of the scheduled reports.  

Technical Support

Provides technical support, including training, to health facility staff on the management of Ministry of Health (MOH) registers and reports for accurate and timely reporting.

Data Collection and Analyst

Participates in data collection, analysis, dissemination, and use among sub-national Region/Province/District/County) health partners. Identifies and immediately notifies the appropriate authority of any issues with incorrect, questionable data reported using national Ministry of Health approved forms and formats.

Data Validation and Quality Checks

Conducts data validation and verification checks to ensure that the facility-based data are of quality and that the status is reflective of the facility performance using appropriate data quality assurance procedures. Performs data quality checks regularly. Ensures that the complete accurate facility status report is uploaded and reflected in the national and Pathfinder DHIS2 platform, copies of which will be shared on agreed upon timelines with the appropriate authority. Participates in routine data quality exercises including the regular Routine Data Quality audits of partner data and records. Ensures that source data tallies with summary sheets data.

Project Management and Participation

Leads, manages, or participates in cross- functional project teams.

Minimum Education and Work Experience

  • Secondary Education Diploma or equivalent or related field, or a combination of education and experience that yields the required competencies
  • 2 years relevant work experience in the Development Sector / International NGO

Preferred Education and Work Experience

  • Certificate in Health Records Management or Information Technology
  • Experience working with USAID-funded projects and familiarity with the reporting procedures and system

Competencies/Attributes:

  • Database Management Systems: Foundational knowledge of the DHIS2 platform and data quality exercises. Advanced skills in data entry
  • Data Collection: Foundational knowledge of and ability to apply data collection tools.
  • Data Reports: Ability to track record of data collection tools as part of the data reporting
  • Technical Support: Ability to provide technical support for MOH registers and reporting.
  • PC Applications: Foundational knowledge of SPSS or other statistical programs.
  • Software Applications: Foundational knowledge of MS Office products, including MS Word, Excel, Outlook, and PowerPoint
  • Languages: Advanced writing and speaking skills using local language and English language.
  • Organization, Planning and Multi-tasking: Advanced organizational and planning skills, project planning and management skills. Proven ability to set priorities, meet deadlines and multi-task with minimal supervision.
  • Self-Management and Teamwork: Ability to work independently or as a member of the team, ability to be detailed-oriented, and ability to manage stress effectively in a fast-paced environment, ability to meet commitments in a timely manner.
  • Sexual and Reproductive Health and Rights Services: Foundational knowledge of family planning and reproductive health principles, practices, and services of programs, including program strategies and indicators.
  • Communication: Advanced oral and written communication skills
  • Passion for Sexual and Reproductive Health Services: Demonstrated commitment to family planning, reproductive health services, gender, maternal, child health services, and eradication of harmful traditional practices
  • Influencing and Customer Service Skills: Foundational influencing and diplomacy skills. Advanced customer service skills.
  • Confidentiality: Proven ability to maintain confidentiality on work-related issues
  • Matrix Management: Ability to thrive in a matrixed organization.
