The World Food Programme was created in 1961, as an experiment to provide food aid through the UN system. In 1965, WFP became a fully-fledged UN programme, to last for “as long as multilateral food aid is found feasible and desirable”. Today, WFP is the world's largest humanitarian agency fighting hunger worldwide. WFP assists 80 million people in around 80 countries each year, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience. On any given day, WFP has 5,000 trucks, 20 ships and 70 planes on the move, delivering food and other assistance to those in most need. In emergencies, WFP is often first on the scene, providing food assistance to the victims of war, civil conflict, drought, floods, earthquakes, hurricanes, crop failures and natural disasters. When the emergency subsides, WFP helps communities rebuild shattered lives and livelihoods. We also work to strengthen the resilience of people and communities affected by protracted crises by applying a development lens in our humanitarian response. WFP is funded entirely by voluntary donations, in 2016 WFP raised US$5.9 billion. WFP has more than 14,000 staff worldwide of whom over 90% are based in the countries where the agency provides assistance. 

Background & Description

ORGANIZATIONAL CONTEXT

This job is based in Country Office Islamabad, and the job holder typically reports to a Programme Policy Officer or designated official.
At this level, job holders are expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational problems on a daily basis. Job holders are expected to manage resources and coach and coordinate support staff.

JOB PURPOSE

To provide specialized technical and implementation support related to GIS based cartography, analysis and mapping activities of WFP.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Provide technical support and assist in the development and implementation of various activities and processes within the specific area of work supporting alignment with wider programme policies and guidelines.
  2. Provide specialized project management support to specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
  3. Within the specific area of responsibility, prepare a range of reports and data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
  4. Ensure and/or perform accurate, timely recording of data within the specific technical area of work (e.g. assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders.
  5. Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
  6. Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance.
  7. Support the capacity building of WFP staff, cooperating partners and national government within the specific technical area.
  8. Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility.  
  9. Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines.
  10. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.

OTHER SPECIFIC JOB REQUIREMENTS

  1. Provide mapping support during all phases of the WFP programming cycle including targeting, design, implementation, monitoring, and evaluation;
  2. Provide support in satellite data analysis during emergencies e.g., floods, earthquakes, disease outbreak, drought etc.
  3. Preparation of maps for emergency preparedness and also maps in response to emergencies such as floods and earthquakes to support WFP and broader humanitarian community;
  4. Provide mapping support for food security assessments, analysis, thematic studies and food security monitoring; 
  5. Development of food security situation maps from various food security related assessments;
  6. Help develop atlas of programme activities, food security and related thematic issues;
  7. Maintain and update databases of geospatial and socio-economic data in a form ready to be mapped;
  8. Preparation of maps that support other country-level operational functions central to WFP programming, e.g. logistics;
  9. Preparation of thematic, i.e. analytical, maps for WFP partners in government, civil society and UN system agencies, and to support WFP advocacy activities;
  10. Provide mapping support to Government and other organizations as and when required;
  11. Provide mapping support to provincial offices;
  12. Assist in imparting GIS mapping capacity to relevant WFP staff and Government staff when needed;
  13. Printing and dissemination of large maps when needed, 
  14. Maintain mapping repository and update GIS related data folders. Archiving maps and food security reports and publications, inventory management;
  15. Provide technical assistance in reviewing food security related reports/products;
  16. Other works as desired by the Head of VAM unit or the management.
Requirements and Skills

STANDARD MINIMUM QUALIFICATIONS

Education:

Completion of higher secondary school education, preferably supplimented by a university degree in the discipline of Geographic Information System (GIS) or other relevant field.

Experience:

Six or more years of increasingly relevant professional experience in GIS and with experience working in a humanitarian or development context.

TECHNICAL SKILLS and KNOWLEDGE:

  • Experience of GIS Desktop systems and satellite imagery processing tools such as ESRI ArcGIS Desktop and Pro, ArcGIS Online, QGIS, ERDAS Imagine is required;
  • Familiarity with ArcGIS’s Data Management, Spatial Statistics, and Spatial Analysis Toolboxes;
  • Working experience in the management of Relational geodatabases based on PostgreSQL/PostGIS and ArcSDE and proficiency with SQL language;
  • Deep experience with GIS Server applications such as GeoServer, GeoWebCache, ArcGIS Server and ArcSDE;
  • Experience in Satellite Imagery processing is required;
  • Advanced mapping and geospatial data management skills;
  • Ability to work independently and within a team;
  • Courtesy, tact and ability to work with people of different national and cultural backgrounds;
  • Ability to communicate clearly and concisely both orally and in writing;
     

Language:

Fluency in English and Urdu is required. Knowledge of local language is added advantage.
