Under the overall supervision of the Programme Policy Officer responsible for the portfolio, the Regional CP Management Officer will be responsible for the following areas:
KEY ACCOUNTABILITIES (not all-inclusive)
- close collaboration with the HQ NGO Unit, provide COs technical and operational support on implementing the WFP NGO Corporate Guidance across the entire CP programme cycle, with consideration of risk management, oversight, Supply Chain and Finance specifically
- Onboard, train and supervise the National CP Management Officer
- Contribute to the RBB Regional and CO-level re-assurance planning exercise
- In collaboration with other RBB units, define RBB’s oversight role in CP management
- In collaboration with other RBB units and with COs, develop a regional technical and operational support approach across the CP management cycle.
- In close collaboration with HQ NGO Unit and TEC, support the rollout of corporate CP management tools such as Partner Connect
- Provide guidance on Field Level Agreement (FLA) management, including budget negotiations, data entry, distribution reports and invoice management.
- Support the further development of corporate guidance on managing Governments as Implementing Partners, liaising closely with HQ Legal and NGO unit.
- Support COs to address oversight and audit recommendations.
- Provide training/webinars/information sessions to CO staff as required and equip them to be able to deliver training to CPs.
- Contribute to overall Programme oversight including cross-functional oversight missions.
STANDARD MINIMUM QUALIFICATIONS
Education: Minimum bachelor's degree in in business management or another field relevant to international development assistance.
Experience:
- At least 6 years of direct professional experience managing partnerships and partnership agreements, in various humanitarian and development contexts.
- Experience as a programme or project manager in a humanitarian and development context.
- Familiarity with WFP’s CP/NGO management and oversight guidance, partnership principles and modalities is highly desirable.
- Familiarity with the WFP technical tools used for CP management and reporting, including WFP’s financial and budget management frameworks, distribution data management, and other UN IP management framework is desirable.
Knowledge and Skills:
- Knowledge in the areas of field monitoring and evaluation methods, metrics, statistical applications, and reporting systems.
- Understanding of results-based management principles and practices.
- Has knowledge of evaluation ethics and is able support incorporate ethics into evaluation processes.
- Has knowledge about Norms and Standards for Evaluation and is able to support their incorporation into evaluation processes.
- Ability to develop monitoring systems and databases including preparation of data collection, analysis and reporting tools with some experience in building capacity through formal and informal training processes, including developing documentation and training materials.
This position is based in Bangkok, Thailand. Travel will be required, including to difficult locations.
Languages: Proficiency in both oral and written communication skills in English.
