Background
Under the supervision of Project Manager, the MEAL Officer is responsible for overall monitoring, evaluation, accountability, learning, research and reporting of the Access to Justice Project.
The assignment specifically includes conducting needs assessments, situation analysis and research studies to be used for program implementation, develop monitoring framework for the program and indicators for monitoring within the purview of project objectives; and coordinate/share with program team for smooth execution of program activities; provide standardized methods for assessing progress. Periodic monitoring of performance indicators against each of project plan to keep all projects outputs in line with set success indicators. Use results information for learning and decision making as well as reporting and accountability. Suggest means for adjusting implementation strategies with program implementation department. Ensure that the transparency and accountability standards are upheld during the project implementation and devise mechanisms for operationalizing an effective and doable feedback and complaint mechanism for citizens.
Duties and Responsibilities
- MEAL Officer will be responsible for monitoring field activities in-line with the project proposal, processes, the budget, the time-frame and regulations as per the partnership agreement.
- To support staff in planning, reviews and quality progress reporting to management, produce regular monitoring reports and document success stories
- To coordinate with relevant stakeholders including citizen groups, Justice providers, Local Authorities and CSOs regarding planning, execution, monitoring and sustainability of project interventions as per project proposal
- To ensure all necessary programme documents are maintained and recorded properly at the PMU level
- To ensure smooth implementation of policies and code of conduct in respective project activities and ensure compliance with accountability mechanisms.
- To regularly coordinate with program team of head office including MER, Development, Communication and Implementation departments

Performance standards
- Field data collection, compilation and analysis on needs assessments, situation analysis and research studies
- Conduct project assessments, baseline, end line KAP surveys, citizen score card survey, collect demographic gender disaggregated data and develop reports
- Together with MEAL focal person of partner organization, develop project monitoring framework as per project proposal, and indicators for monitoring outputs and outcomes as per IP MER guidelines and MER framework.
- Monitor process and progress of the project various components on the basis of key performance indicators, randomly verify project beneficiaries and share findings with implementation team for effective and efficient program delivery
- Facilitate in developing baseline and end-line maturity indicators to assess institutional maturity of citizen groups.
- Facilitate the process to undertake base line and end line KAP survey including developing consultant TORs, finalization of questionnaire, data collection and report writing.
- Facilitate citizen groups to assess quality of basic services related with effective, smooth and quick access to justice using community score card and develop reports
- Facilitate citizen groups in articulating and developing charter of demands and regular reviews on the realization of demands and updating the charter of demands on periodic basis
- Develop plan to capture project related necessary data, including cases registered, data on cases tracking, beneficiary outreach details; for assessing project outputs, outcomes and for project result indicators, to be analyzed in project database.
- To support staff in planning, reviews and quality progress reporting to management, produce regular monitoring reports and document success stories
Performance standard:
- Facilitate project teams in conducting project and M&E planning
- Collect, maintain and file documents/data related to planning, review and progress both hard and soft
- Assist Project Manager in developing weekly, fortnightly, quarterly and annual activity plans.
- Assist Project Manager in preparation of periodic progress reports.
- In close coordination with MER Coordinator, document at-least 20 best and emerging practices, human interest stories, case studies and other knowledge management products able to generate evidence.
- Provide at least 60% of his/her time to field monitoring.
- Ensure timely reporting of data/ information and pictorial evidence by closely working with concerned staff.
- To coordinate with relevant stakeholders including advocacy groups, Justice providers, local authorities and CSOs regarding planning, execution, monitoring and sustainability of project interventions as per project proposal
Performance standard
- Coordinate with external evaluators/researchers/auditors for effect/impact assessment and facilitate donors/partners during their timely field visits;
- Assist Project Manager by representing project at various forums, CSO groups, clusters and advocacy groups.
- Provide support in developing project updates for sharing
- Assist in orientation of newly inducted staff on approved project in close coordination with relevant departments
- Compile reports on IP and donor formats, project MIS and share with relevant stakeholders including working groups, clusters and donor.
- To ensure all necessary programme documents are properly maintained and recorded properly at field level
- Develop and share the check list of the required documents for compliance of the project with the relevant staff.
- Orient staff on the developed formats and its filling in line with the activities for the proper record keeping.
- Review the programme documents as per the activities completed or on-going and share properly feedback with the staff.
- Monitor the filing of the programme documents of the project
- Maintain the MIS, data collection, punching and analysis and assist MER Coordinator in coaching field team on the use of MIS.
- To ensure smooth implementation of policies and code of conduct in respective project activities and ensure compliance with accountability mechanisms.
Performance standard
- Assist in quality assurance including accountability, transparency and accessibility mechanisms, implement CRM approach.
- Ensure display of banners with the contact details of complaint mechanism in project areas at prominent locations in the selected villages
- Ensure sharing with community/ beneficiaries about complaint handling mechanism and give them proper guidance about the ways/ means of filing complaints.
- Provide full cooperation and support to field team in handling project related complaints
- Guide the complainant if he/she needs any assistance about the systems
- To regularly coordinate with program team based in head office including MER, development, communication and implementation departments
Performance standards
- Provide regular inputs to the program team to improve the implementation strategies and maximization of the project impacts
- Assist the MER unit in internal evaluation of the project and provide technical support in designing tools, data collection, analysis and reporting.
- Provide relevant support (data sharing) to communication department for quarterly newsletters and compilation of annual reports of the organization
- Provide support to implementation unit in conducting project management reviews
- Assist development unit in data collection, analysis, collection of demographic data and situation analysis studies for future funding opportunities
- Assist implementation unit in developing sustainability plans and exit strategies specifically for the project

Requirements
- Desired Qualification: Master Degree in Social and/or Management sciences
- Desired Experience: 4 years’ relevant experience in any donor funded community development preferably access to justice or rule of law projects on M&E position
