CARE is seeking an Assistant Grants and Finance Manager, who will provide Grants Management services to the portfolio of federal and non-federal funded grants, contracts and subcontracts that are implemented by the CARE USA and non-CARE USA entities with some support to other related donor agreements and ensure that all grants are implemented according to the donor standards. Subject to demand and available capacity, this position will also provide similar services to awards and contracts managed by other units in Food and Water Systems (FWS).

The incumbent reports directly to Global Business Manager and assists the Grants management team in ensuring effective and timely Administration of donor agreements and sub-agreements through the award life cycle; developing an understanding of USG and Non-USG donor requirements and expectations for the cooperative agreements, sub-agreements, contract and sub-contract; ensuring compliance; and coordinating with country offices, program staff, and others throughout CARE and within partner organizations as appropriate.

The Assistant Grants and Finance Manager is responsible for the initial preparation / review, negotiation, due diligence, monitoring and modifications of donor agreements (i.e. grants and contracts) as well as the submission of regular reports. In addition the incumbent is charged with closing out prime and sub-agreements.

This position is responsible for monitoring financial reports and expenditures of current grants and contracts, and identifying trends associated with over/under expenditure and making recommendations to resolve these.

Responsibilities:

  • Pre-Award key tasks - assist Global Business Manager in reviewing of federal and non-federal proposals to ensure the budget is aligned with proposal cost elements for accuracy and completeness.
  • Agreement negotiation/startup key tasks - initiates/reviews and negotiates donor agreements (both grants and contracts), including individual Project Implementation Agreements-IPIAs from other CI members, and facilitates approval of Agreement Approval Checklists.
  • Program monitoring and reporting key tasks - assists the Global Business Manager in keeping the FWS funding portfolio up-to-date. Regularly monitors objectives, milestones and time frames, and budgets including over and under-expenditure for each fund code and provides recommendations to resolve any issues that arise.
  • Award close-out tasks - closes out prime and sub-recipient agreements in a timely and acurate manner per the donor requirements.

Qualifications:

  • Bachelor’s Degree or higher in business administration, international development studies or related field
  • At least 3 year of working knowledge of US government regulations regarding fiscal management of federal funds OMB 2 CFR Part 200, Federal Acquisition Regulations; USAID Regulation 22CFR226, 22CFR228, 22CFR211; and grants and cooperative agreements
  • High level understanding of USAID,BHA and USDA rules and regulation
  • Effective inter-personnel and communications skills
  • Flexible, creative and solution-orientated approach
  • Ability to work independently
  • Ability to work effectively with others on a team and proven team skills
  • Good interpersonal, organizational, and communications skills
  • Ability to manage budgets and review financial reports
  • Preparation and review of agreements and contracts, and their administration
  • Basic skills in accounting
  • Strong skills in Analysis" id="link" class="link">Financial Analysis and reporting
  • Budget development/planning, data consolidation and budget monitoring
